Companies lending to the state becoming norm
Poland’s engineering and design sector is struggling with delayed payments, inadequate contract indexation, uneven tender activity, staff shortages, and lengthy administrative procedures. Jarosław Wielopolski, CEO of Multiconsult Polska, says design firms often finance public projects for many months before receiving significant payments, effectively acting as banks for contracting authorities. In one case, the company began work in February 2026 but will not receive its first major payment until November 2027.
He also argues that the previous 10% indexation cap failed to offset rising labor costs, which represent about 80% of industry expenses. The sector is calling for more frequent payment milestones, consistent procurement rulings, steadier infrastructure spending, and fair compensation for repeated design changes.
