Poland could spend around PLN 200 bln on defense in 2026 and has access to EUR 43.7 bln in loans under the EU SAFE program, with 89% expected to support Polish defense companies. However, experts say financing is not the sector’s main constraint. The industry lacks predictable, multi-year procurement plans needed to justify investment in factories, technology, and employment. Existing production capacity would also be insufficient to rapidly increase deliveries during a military conflict.

Poland is expanding ammunition production and defense exports, which reached a record EUR 3.14 bln in 2024. Experts argue that long-term procurement strategies, streamlined certification, stronger supply chains, and greater participation by civilian manufacturers are essential to building a more self-sufficient defense industry.
