Government adopts bill on fair access to use of data
Poland’s Cabinet has approved a draft law implementing the EU Data Act, which sets rules for accessing and using data, including information generated by internet-connected devices such as cars and smart-home equipment. Users would be able to access that data and share it with other providers, for example, repair services. The draft assigns the Office of Electronic Communications (UKE) responsibility for overseeing compliance, handling complaints, investigating possible violations and imposing fines in certain cases. UKE would also certify dispute-resolution bodies for five-year terms, renewable once.
The Ministry of Digital Affairs would handle reporting to the European Commission. The rules are scheduled to take effect three months after publication in Poland’s Journal of Laws.
