GUS: number of building permits for apartments fell by 16.4% y/y in May

In May 2025, building permits or project submissions for 20,699 housing units were issued in Poland—down 16.4% y/y but up 9% m/m, according to Statistics Poland (GUS). Developers building for sale or rent obtained 12,695 permits, a sharp 26.3% y/y decline but an 18.8% m/m increase.
Between January and May 2025, permits were issued for 102,600 units—14.2% less than in the same period last year. Developer permits dropped 24% y/y to 64,800, while permits for individual investors rose 5.8% to 33,600. Together, these two groups accounted for 96% of all permits, with 4,100 permits issued in other construction categories. The data indicate a continued slowdown in Poland’s residential development pipeline.
