Offshore wind auction results
Poland’s Energy Regulatory Office (URE) has concluded its first offshore wind auction under Phase II of offshore development, awarding support to projects totaling 3.435 GW of capacity. Four bidders took part, with three projects selected: Orlen Neptun VIII’s 900 MW Baltic East wind farm; PGE’s 975 MW Baltica 9 project; and the 1,560 MW Bałtyk I wind farm developed by Polenergia and Equinor. The 896 MW Baltica 1 project did not receive support.
The auction applied a “forcing competition” rule, under which winning bids could not exceed 90% of the total capacity offered. The maximum available capacity was 4 GW. All bids fell within grid connection limits.
Winning prices ranged from PLN 476.88/MWh to PLN 492.32/MWh, below the ministerial price caps set in January 2025. Developers committed to first power delivery within seven years, triggering 25-year contracts for difference. Initial generation is planned for December 2032.
