If the Pierwsze Klucze housing program were launched today, buyers in Kraków would face the greatest challenge, as only 0.7% of available apartments meet the program’s criteria of being at least five years old and priced under PLN 11,000 per square meter, according to Otodom. Other major cities also offer limited choices, with 1% in Warsaw, 4.5% in Wrocław, and 6% in Poznań.

The program is intended for first-time homebuyers and excludes newly built properties. Experts believe it could stimulate the secondary market by encouraging sales of older apartments. However, price limits may restrict options, especially as secondary market prices have risen faster than new builds, with Warsaw averaging PLN 18,500/m² and Kraków PLN 16,400/m² in 2024.
