Prime Minister Donald Tusk announced at the European Financial Congress in Sopot that Poland will pursue technological sovereignty as a strategic national objective. He argued that, rather than fearing artificial intelligence, countries must learn to use it effectively while ensuring it does not gain undue control over people. Tusk warned against excessive dependence on global technology companies and major powers, noting that Poland’s digital trade deficit grew from PLN 9 bln in 2016 to PLN 45 bln in 2025. To reduce reliance on a small number of suppliers, the government aims to ensure choice among competing technology providers, following examples set by France, Denmark, and Germany.

Tusk also announced a “sovereignty test” for major public technology procurements to assess risks related to data, systems control, and vendor dependence.
