Poland picks Sweden
Poland has selected Sweden as its partner in the Orka program, the government initiative to acquire three new submarines for the Polish Navy, Deputy Prime Minister and Defense Minister Władysław Kosiniak-Kamysz announced. The investment is expected to exceed PLN 10 billion, with the contract to be signed no later than Q2 2026.
Kosiniak-Kamysz said Sweden submitted the strongest bid across all criteria, including delivery time, price, and operational capability in the Baltic Sea. He aims to finalize an intergovernmental agreement with Stockholm this year.
The Swedish proposal includes significant industrial cooperation: developing servicing and repair capabilities in Polish shipyards, expanding skills within the domestic shipbuilding sector, and a commitment by Sweden to purchase Polish-made weapons. It also provides an interim “gap filler” vessel, giving Polish crews access to a modern training platform from 2027 before the new submarines enter service.
The final cost will be confirmed in the implementation agreement.
