Poland Reviews Shelter Infrastructure, New Standards in Development

Work is underway at the Ministry of the Interior and Administration (MSWiA) to establish detailed guidelines for shelters and introduce unified standards for their organization and equipment. The regulations, introduced under the Civil Protection and Population Safety Act effective since January 2025, intend to modernize Poland’s outdated shelter infrastructure.
Local governments, assisted by the State Fire Service and building inspectors, evaluate available facilities.
“We assess them in a binary way: suitable, needs modernization, or not suitable at all,” Józef Galica, Deputy Chief Commander of the State Fire Service, explained.
Previous data from 2023 showed that only around 4 percent of Poland’s population could be accommodated in shelters or hiding places.
