Polcom report: Poland needs to safeguard digital sovereignty

Poland is at a critical moment in its digital transformation, balancing rapid technological development with the need to maintain data sovereignty. Although the country has invested heavily in e-services, broadband infrastructure, and innovation, the Polcom report “Barometer of Digital Transformation of Polish Business 2025–2026” shows uneven progress in the digital services market. Only a small percentage of businesses see the government actively supporting Polish or European IT providers, while many believe state institutions favor global tech giants.

This dependence is evident in the cloud sector, where U.S. corporations control over 70% of the Polish market. As a result, much of Poland’s sensitive public and private data is stored under foreign jurisdictions, raising concerns about national security, especially in the context of EU regulations like NIS2. Experts warn that outsourcing critical data to foreign data centers reduces operational transparency and weakens state control over cybersecurity and system continuity.

Local cloud providers argue that domestic infrastructure ensures compliance with EU rules, strengthens digital resilience, and keeps technological expertise and capital within the country. To safeguard digital sovereignty, specialists recommend stronger support policies for Polish IT companies, investment in national data centers, and equal treatment in public-sector projects.
