Polish defense funds used to found armaments company with assets from Rafako

Poland is increasing defense spending, but much of it still goes abroad. In 2025, nearly PLN 22 billion was spent, with about PLN 7 billion flowing to domestic companies, mainly from PGZ. Meanwhile, private firms like the new Racibórz Components Factory (RFK), built on Rafako’s assets, are entering defense via dual-use production (defense and civilian). The government sees private sector flexibility and speed as key to boosting arms output. Officials, including Defense Minister Kosiniak-Kamysz, stress the strategic role of dual-use capabilities.
Legal changes and funding are needed to support this shift. Poland also launched NATO’s DIANA innovation hub in Kraków and ranks 4th in NATO for dual-use tech submissions, showing growing alignment with NATO’s defense innovation strategy.
