The Ministry of Family, Labor and Social Policy is preparing a major overhaul of how entrepreneurs settle social security contributions. Under the plan, the Social Insurance Institution (ZUS), led by Zbigniew Derdziuk, will calculate contributions using data provided by employers’ HR and payroll systems. Payers will then verify, accept, or amend the settlement—similar to the PIT tax process.

According to Łukasz Kozłowski, Chief Economist at the Federation of Polish Entrepreneurs, the reform could significantly ease bureaucratic burdens, especially for small firms. However, Business Centre Club expert Przemysław Gawlak warns that while entrepreneurs may benefit, ZUS itself will be the main winner, as the system will lower its costs and correct outdated data.

The new framework will rely on a standardized insurance file (JPU). Implementation is scheduled for 2028 for sole proprietors and 2031 for larger firms, with legislation expected in 2026.
