Government prepares PLN 26 billion rail tender
Poland is preparing to open its long-distance passenger railway market through a public tender covering services after the current contract with PKP Intercity expires in December 2030. The Ministry of Infrastructure has published a preliminary notice for interregional and international passenger services. Under the government's transport plan, more than PLN 26 billion in public compensation could be allocated to operators between 2031 and 2034. Polish and foreign railway companies will be eligible to compete for contracts covering subsidized passenger connections across the country.
The planned tender is expected to be announced no earlier than 2027, with contracts potentially signed in September 2028. Passenger services would operate from December 15, 2030, through December 9, 2034. Industry representatives have questioned whether four-year contracts offer sufficient time for operators to invest in rolling stock. The government also intends to maintain ticket prices competitive with car travel.
