Lex developer housing law expires at end of August
Poland’s “lex developer” housing law expires on August 31, 2026, ending a mechanism that allowed residential projects on land not designated for housing under local zoning plans. According to the Polish Association of Developers (PZFD), decisions issued under the law covered about 100,000 apartments. Projects initiated before September 1 can continue under transitional provisions, even if municipalities subsequently adopt new general development plans. However, no new projects can be launched under the special law from September 1.
Developers are now looking to Integrated Investment Plans as a possible successor mechanism. The industry says predictable procedures, approval times and cooperation between investors, local authorities and residents will be crucial to maintaining housing development.
