Arche picking up pace over Royal Paper Mill apartment construction in Konstancin
Arche has accelerated talks on the second phase of its Royal Paper Mill redevelopment in Konstancin-Jeziorna before special housing regulations expire in mid-2026. The controversial plan includes up to 2,000 apartments in dozens of multi-family buildings, sparking strong opposition from residents who fear an oversized housing estate that could swell the town’s population by 40%. More than 1,500 people have signed protest petitions. CEO Władysław Grochowski insists no final decisions have been made and emphasizes that Arche will not pursue industrial development.
He has invited residents to talks and announced the company will relocate its headquarters to Konstancin, promising tax revenue and hundreds of new jobs.
