Arche’s PLN 400 million revitalization project in Konstancin continues struggles
Arche Group met with residents of Konstancin to discuss plans for the second phase of the Królewska Papiernia redevelopment, which triggered strong opposition and heated accusations that the developer is ignoring local concerns. The first phase, already approved by the municipality, includes about 500 apartments in 18 buildings. The disputed second phase could involve dozens of additional buildings, with the entire project potentially reaching up to 6,000 apartments. Arche argues that housing development is needed to finance a planned PLN 400 million revitalization of the historic paper mill site.
Residents and local officials fear excessive density, traffic congestion, and environmental risks, especially without new transport infrastructure. Arche’s management stated it would respect any decision by the municipal council and is open to scaling down the project.
