Poland’s development land market is becoming increasingly divided as planning reforms heighten investment uncertainty. Land prices rose 24% y/y in Gdańsk and 20% in Kraków, where land now accounts for 25–30% of apartment prices, up from 10–15% several years ago. According to Walter Herz, plots with established zoning or valid development approvals are gaining value, while those facing lengthy approval processes are losing ground. Only about 35% of municipalities had adopted new general plans by August 31.

Experts warn that prolonged planning delays could reduce housing supply in 2027, increasing pressure on land prices and apartment prices in areas with strong demand.
