Treasury pursuing customs duties on goods from China. Transport on Silk Road at risk
Polish rail carriers and logistics companies are facing customs claims linked to alleged fraud in imports from China transported by rail via Poland’s eastern border. According to the ProKolej Foundation, customs authorities are demanding duties from Polish firms under joint liability rules, even though OLAF did not classify them as suspected participants in the fraud. The alleged abuses involved incorrect declarations of goods, customs value, or cargo contents, often by foreign importers, transit agents, or recipients that are no longer recoverable.
Carriers fear future liability for irregularities they could not identify or control. ProKolej has asked the Ministry of Finance for urgent guidance and a binding interpretation for customs and tax authorities.
