The U.S. Congress has passed a $901 billion National Defense Authorization Act (NDAA), reinforcing Washington’s military commitment to Europe, with clear implications for Poland and Ukraine. Approved by large bipartisan majorities in both chambers, the bill now awaits the president’s signature and authorizes spending above the White House request, including a 4% pay rise for U.S. troops.

Crucially for Poland, the legislation restricts any prolonged reduction of U.S. forces in Europe below 76,000 without detailed justification and consultation with NATO allies. Around 80,000 U.S. troops are currently deployed across Europe, including about 10,000 in Poland. The act also earmarks $504 million for upgrades to Polish-hosted bases in Drawsko Pomorskie, Powidz, Łask and Wrocław.

For Ukraine, Congress approved $400 million in military assistance under the Ukraine Security Assistance Initiative, alongside measures supporting efforts to recover Ukrainian children abducted by Russia. The bill further allocates $175 million to bolster Baltic security, underscoring a broader focus on NATO’s eastern flank.
