Fears surrounding Poland’s new general spatial plans have triggered a surge in applications for development conditions decisions, known as WZ decisions, overwhelming municipal offices. Municipalities must adopt general plans by August 31, 2026, but an estimated one-third may miss the deadline. The Development Ministry says applications submitted before September 1 may still be processed under existing rules, while previously issued decisions will remain valid even if they conflict with a later general plan.

The government does not plan additional staffing or financial support for municipalities, although penalties for delayed decisions have been suspended until the end of 2026. Lawyers warn that some authorities are unlawfully delaying applications, while appeals remain possible but increasingly slow.
