Only slightly more than 80 Polish municipalities have adopted landscape resolutions regulating outdoor advertising, small architectural structures, and fences. The Ministry of Development and Technology is reviewing whether the current voluntary system effectively addresses visual advertising clutter.

In 2025, the ministry surveyed 1,143 municipalities and interviewed officials in areas where such regulations are already in force. Around 75% opposed making landscape resolutions mandatory. Municipalities cited complex procedures, public opposition, enforcement costs, staffing needs, and difficulties adapting existing structures.

The most common obstacles included the requirement to cover the entire municipality, rules for existing installations, consultations with heritage authorities, and court decisions. Although excessive advertising affects public space, road safety, tourism, and residents’ quality of life, the ministry currently does not plan to introduce mandatory regulations.
