PKP wants to build over a tunnel in center of Warsaw
PKP plans to prepare land above Warsaw’s cross-city rail tunnel for future high-rise development during the major renovation scheduled to begin around 2031. The tunnel structure will be reinforced to support buildings, potentially creating valuable new plots in the city center near Central Station and Varso Tower. PKP has reactivated its development arm, XCity Investment, and is considering partnerships with private developers.
However, the project depends on costly structural upgrades and changes to Polish law introducing “layered property rights,” which would allow properties above tunnels to be sold separately. Until these legal and technical barriers are resolved, construction of skyscrapers may remain at least a decade away.
