Responsible fiscal policy as chance for recovery after coronavirus crisis

The Federation of Polish Entrepreneurs (FPP) has developed a set of recommendations for Polish fiscal policy in the era of the coronavirus crisis. They make it possible to build a sustainable tax strategy of the state in the period of a pandemic in a way ensuring both an increase in revenues to the state budget and further stimulation of the economy. These recommendations make it possible to avoid tax costs being passed on to consumers and to prevent an increase in the shadow economy.

“We need solidarity and honesty on the State-Citizens-Entrepreneurs line. An effective fiscal policy is a strong mechanism shaping these values. It not only brings tangible benefits to the state budget in the form of higher revenues but may also have a significant impact on stimulating the economy, the shadow economy, and the attitudes of citizens. That is why the responsible design of fiscal instruments is crucial – especially in times of pandemic and economic crisis. The analyzes of the PPF indicate that it is possible to support the industries that have been drastically affected by the pandemic restrictions, without any expenditure from the state budget, while increasing VAT revenues. In turn, responsible excise policy – that is, concerning the so-called 'Tax on sin' – can significantly reduce the shadow economy and the health of citizens. On the other hand, CIT – as a direct tribute and indicating responsibility and economic patriotism of enterprises – should be realistically sealed. Foreign companies operating in Poland should pay CIT in Poland,” Marek Kowalski, chairman of the Federation of Polish Entrepreneurs (FPP), chairman of the Center for Legislative Analysis and Economic Policy (CALPE), emphasized.
