The new Polish law on population protection and civil defense, passed on November 8, 2024, has raised concerns among experts. It imposes costly defense-related obligations on property owners and managers, such as constructing or modifying shelters, without clear guarantees of full reimbursement. Legal expert Prof. Piotr Pałka warns that these duties could lead to significant financial burdens, with costs potentially reaching millions of złoty per housing cooperative.
Property owners fear rising rents as a result. Although the Ministry of Interior assures that these concerns are unfounded, experts remain skeptical about the law's provisions, particularly regarding the vague criteria for financial reimbursements, which may not fully cover expenses.
