A new draft regulation from the Ministry of Finance proposes a 0% VAT rate on goods and services donated to assist victims of the September 2024 floods. Normally, free goods and services are subject to VAT, but this relief will apply through the end of the year. To qualify, donations must be made to public benefit organizations, local governments, medical entities, or the Government Agency for Strategic Reserves. Entrepreneurs must sign written agreements with these entities, confirming that donations are for flood relief. The regulation, effective the day after its announcement, also applies retroactively to donations made from September 12, 2024. This measure aims to support those affected by severe flooding in Poland.
