EU Technologically Dependent on Others for 80% of Digital Infrastructure
The European Union currently relies on non-EU countries – including the U.S. and China – for over 80% of its digital products, services, infrastructure, and intellectual property. MEP Michał Kobosko (Poland 2050, Renew Europe) described this dependency as “simply unacceptable in terms of data security and economic stability,” warning that it undermines Europe’s innovation capabilities and control over its digital economy.
The EU Parliament is preparing to vote soon on a report from the Industry, Research and Energy Committee aimed at enhancing technology sovereignty by reducing strategic dependencies. The report underscores the need for increased public–private investment in key sectors like semiconductors, AI, cloud services, and cybersecurity. Achieving digital sovereignty is seen as critical to strengthen resilience, reduce vulnerability, and maintain Europe's competitive standing amid increasing global tech tensions.
