Poland's cement industry faces increasing pressure from rising imports of cement from Ukraine, which grew by 106% in the first half of 2024 compared to the previous year. The total import could exceed 500,000 tons by the end of 2024. Despite a projected 3.6% increase in domestic cement production, which is expected to reach 17.2 million tons, the competition from Ukrainian imports—accounting for 91% of all cement imports—poses significant challenges.
Ukrainian producers benefit from lower costs as they are not subject to EU climate regulations. The Polish cement sector, however, is committed to the EU's Green Deal, using alternative fuels and recycling initiatives to contribute to a circular economy. Without action against these imports, Poland's economy and job market could suffer significantly.
