Ministry of National Defense makes clear expropriations for East Shield

As part of the “East Shield” defense infrastructure program near Poland’s borders with Russia and Belarus, the Polish military has acquired nearly 100 land plots—mostly state-owned forest and agricultural land—with only three from private owners. The Ministry of Defense (MON) emphasizes that it does not plan to use expropriation, focusing instead on properties owned by the State Treasury and local governments. A special defense investment law, currently under Senate review, reinforces this by classifying the project as “key” (not “strategic”), thus excluding expropriation.
Land acquisition will follow project phases, prioritizing public property. Privately leased land will only be acquired after contracts expire. Installations will be staged over four years, with some activated only in the event of conflict escalation.
