Polish steel producers, including Cognor, warn that surging steel imports from Ukraine may force them to reduce or halt production. In Q1 2025, Poland produced 1.85 million tons of crude steel (+3.5% y/y), but the industry faces uncertainty. The EU extended duty-free Ukrainian imports to 2028, raising concerns over market disruption. Imports of Ukrainian rebar and flat steel are rapidly increasing. Industry leaders and unions have appealed to the Polish government for urgent action.

Distributors urge fair allocation of Ukrainian steel across EU markets, warning that price dumping threatens long-term market health. Additionally, high energy costs in Poland and rising imports from Germany, Romania, and Asia are straining competitiveness, deepening concerns about profitability and jobs in the sector.
