Apartment demand surges
Poland’s National Fund for Environmental Protection and Water Management (NFOŚiGW) plans a record PLN 37 billion budget in 2026 to finance the energy transition and environmental projects. A major share will support thermal upgrades to public buildings, including schools and hospitals, alongside transport and infrastructure investments.
Deputy President Małgorzata Szafoni said the increase reflects several funding streams arriving at once. Domestic revenues come from environmental fees and fines, while key external sources include the EU Modernisation Fund, backed by carbon allowance sales and managed with European Investment Bank. A PLN 5 billion tranche has already been secured this year.
Additional financing includes PLN 30 billion from Poland’s recovery plan (KPO), PLN 30 billion from the FEnIKS programme and more than PLN 1 billion for eastern regions.
By 2028, available funding could reach PLN 100 billion, with energy storage, recycling, biodiversity and climate resilience among priorities.
