The Polish real estate development sector, responsible for 98% of multifamily housing, cannot meet all societal housing needs. High mortgage rates and limited government-backed housing investments have left many unable to afford homes. In 2023, only 3,500 social housing units were initiated, compared to 114,500 by developers. Bartosz Guss, head of the Polish Association of Developers, calls for expanding the non-commercial housing sector and enacting pending legislation to increase subsidies for social housing construction from PLN 1 billion to PLN 5 billion annually.
The proposed amendments, awaiting parliamentary approval, aim to address regulatory inefficiencies, reduce administrative barriers, and align housing policy with market needs. Collaboration between developers, government bodies, and local authorities is critical to accelerating affordable housing development.
