Key measures include lifting restrictions on the sale of agricultural land within city limits, removing the right of repurchase by the National Agricultural Support Center, and reintroducing the possibility of perpetual land use for housing purposes.
The proposal seeks to prioritize urban housing development, unlocking unused state-owned lands and simplifying administrative processes. It allows municipalities to establish guidelines for urban planning agreements, relaxes requirements for recreational facilities in compliant investments, and lifts mandatory parking space ratios.
The law also proposes a moratorium on planning fees for two years and provides extended deadlines for claims related to land purchases under specific public assistance frameworks, facilitating long-term planning for developers and municipalities.
