Debate Over EU Budget 2028–2034 Heats Up Amid Diverging National Interests

Work is underway on the EU’s next Multiannual Financial Framework (MFF) for 2028–2034, but member states remain divided over key issues such as Cohesion Fund allocations and agricultural subsidies. In May, the European Parliament adopted a resolution calling for increased funding and a departure from the traditional 1 percent GNI spending cap.
“The EU budget discussions have just begun. Parliament issued a resolution, and the European Commission will present its proposals in July,” MEP Sven Simon, Chair of the EP Constitutional Affairs Committee, said.
The resolution emphasizes that defense, innovation, and cohesion should be top priorities while warning against replacing existing agricultural funds with national plans. MEPs also reject the Commission’s idea of a single “competitiveness fund,” calling instead for a new, targeted instrument to stimulate private and public investment.
