Investors will have to try harder to fulfill legal requirements of condos
Proposed changes by the Ministerstwo Rozwoju i Technologii aim to regulate Poland’s condo hotel and aparthotel market rather than eliminate it. The draft law would generally ban selling individual units in collective residential buildings unless they meet full housing standards or receive local government approval. The reforms respond to widespread misuse of aparthotels as de facto housing, which has caused urban planning issues and conflicts in cities like Warsaw and Kraków. Experts argue the rules will improve spatial order and balance interests between residents, investors, and municipalities.
While stricter, the changes still allow development, focusing on higher standards, better infrastructure, and more controlled growth.
