Poland’s largest single railway contract, worth PLN 4.5–5.2 billion, remains stuck in legal disputes. The project concerns the modernization of the 103 km Rail Baltica section between Ełk and Białystok, designed for passenger trains traveling up to 200 km/h. PLK originally selected Mirbud’s PLN 4.67 billion bid, but competitors challenged the decision. Budimex, with a PLN 4.98 billion offer, was also excluded. The Track Tec-led consortium, with a PLN 5.22 billion bid, is currently closest to signing the contract after KIO rejected appeals from Mirbud and Budimex. However, Mirbud is still fighting to return to the tender after a disputed environmental penalty was overturned.
The decision is expected in June. PLK must finalize the contract quickly to secure about PLN 3.4 billion in EU funding by 2029.
