Expert: EU plan accurately diagnoses housing issues in Western Europe, but not in Poland
The EU has placed housing affordability at the center of its policy agenda, but in Poland the main obstacle is not funding alone. According to industry experts, the European Affordable Housing Plan correctly diagnoses key problems such as insufficient supply, high construction costs, lengthy administrative procedures, and limited financing. However, Poland’s housing market differs from Western Europe, as it is dominated by private developers rather than social housing. The greatest potential benefits for Poland lie in reducing bureaucracy, shortening investment procedures, and improving cooperation with the private sector.
There is a risk that reforms will remain superficial and ineffective. Experts warn that Poland is not yet institutionally prepared to fully absorb EU funds, and without domestic regulatory changes the EU initiative may fail to deliver tangible results.
