Government activates SAFE plan
Following President Karol Nawrocki’s veto of the SAFE Act, Prime Minister Donald Tusk has announced an alternative strategy to secure defense financing. An extraordinary meeting of the Council of Ministers was scheduled for Friday at 9 a.m. to discuss the government’s response.
According to Magdalena Sobkowiak-Czarnecka, the government’s plenipotentiary for the SAFE program, the backup strategy—known as “plan B”—would redirect funds from the EU’s SAFE mechanism into Poland’s Armed Forces Support Fund.
The proposal is intended to safeguard the budget of the Ministry of National Defence, ensuring that repayment of the EU loan does not come directly from the ministry’s funds. Officials are also working out how the financing would be deployed and in what order.
Deputy Prime Minister and Defense Minister Władysław Kosiniak‑Kamysz said the government would use existing legal mechanisms to access the funds despite the veto, stressing that the resources remain essential for strengthening Poland’s armed forces.
