Legal battles continue for Bliska Wola Tower complex in Warsaw
Three years after completion of the Bliska Wola Tower complex in Warsaw, about 1,500 buyers still cannot sign notarial deeds for their units. The apartments were built under a hotel construction permit as investment “aparthotel” units, and city authorities classify them as part of a single hotel, refusing to recognize them as independent residential premises. Poland’s Local Government Appeals Board upheld this refusal in February 2026, despite earlier court rulings stating there were no legal obstacles to separating the units.
Developer J.W. Construction has sued Warsaw, claiming annual losses of 2.5 million złoty, while estimating residents have collectively lost around 15 million złoty. The company plans further legal action, as some buyers are now suing the developer.
