Owners of fourth floor apartments may have difficult time selling
Tens of thousands of Polish apartment buildings may lack elevators, making upper-floor units increasingly difficult to sell as the population ages. Real estate agents already report transactions driven primarily by whether a building has an elevator. Installing one in an existing property can cost PLN 0.5 mln–1 mln, which many housing associations cannot afford, particularly when other renovations are needed. Planned stricter building regulations will generally apply to older properties only during major reconstruction.
Experts expect growing pressure for public support, including loans and subsidies. Buyers also consider entrance accessibility and the condition of existing elevators, as outdated systems may require costly replacement.
