Poland ranks among the top three EU countries for the fastest growth in research and development (R&D) spending, allocating 1.5% of GDP to R&D in 2023, up from 0.8% in 2013. Despite significant progress, Poland still lags behind the EU average of 2.2%. The EU's total R&D expenditure in 2023 reached €381.4 billion, with businesses contributing the most (66%), followed by higher education (21%) and government sectors (11%).
Leading R&D-intensive countries include Sweden (3.6% of GDP), Belgium, and Austria. Poland's R&D spending remains average, but its growth in R&D intensity (+0.7 percentage points) was among the highest in the EU. Globally, the EU trails behind Japan, the US, and South Korea in R&D spending as a percentage of GDP.
