A new draft law aimed at improving access to land for residential construction has been published on the Government Legislation Center’s website. The proposed regulations include the release of state-owned land and a temporary exemption from planning fees for plots sold within two years of the law’s enactment.
The bill also introduces streamlined planning procedures, such as a special housing law and an Integrated Investment Plan (ZPI), allowing municipalities to accelerate planning decisions in exchange for investor-funded infrastructure development.
Experts highlight that the success of these measures will depend on how actively local governments implement them. If municipalities effectively leverage the new framework, the reforms could help curb rising housing prices. However, if local authorities fail to engage, the changes may fall short of expectations.
