Poland ranks 31st of 38-country OECD tax competitiveness index 2024

Poland ranked 31st out of 38 countries in the OECD Tax Competitiveness Index 2024, moving up two places from last year. Estonia, Latvia, New Zealand, and Switzerland have the most competitive tax systems, while Colombia, Italy, and France rank the lowest. The index evaluates the competitiveness and neutrality of tax systems. Poland’s strengths include a corporate income tax rate of 19% (below the OECD average of 23.9%) and a wide network of double taxation avoidance agreements. However, weaknesses include multiple property taxes and limitations on offsetting net operating losses.
The Warsaw Enterprise Institute suggests that comprehensive tax reforms could elevate Poland to 14th place and enhance fiscal stability.
