President Karol Nawrocki vetoed an amendment to the Road Traffic Act that was important for the transport sector. While the veto was justified as protecting bus services in less urbanized areas, the law also included provisions to introduce digital EKMT permits starting in 2026. These permits are essential for international road transport to non-EU and some Asian countries. Transport associations argue the veto harms Polish carriers by preventing modernization, increasing risks of permit forgery, and reducing competitiveness abroad. Industry representatives warn that without digital permits, many Polish companies may lose access to key routes, worsening financial pressure in an already struggling transport sector.

Employers also note that the veto blocks progress on autonomous vehicle testing and professional dealer plates.
