UOKiK investigations bus tender collusion in Silesia

Poland’s competition authority (UOKiK) suspects collusion among 11 bus companies in the largest public transport tender in the Silesian agglomeration, worth PLN 1.3 billion for 2022–2029. UOKiK President Tomasz Chróstny alleges the firms may have coordinated bids and divided service areas, violating competition law. If proven, this could mean higher costs for local governments and taxpayers.
Accused companies include IREX, Meteor, Transgór, Kłosok, and others. While forming consortia isn’t illegal, pre-arranging winners is prohibited. Evidence includes contracts and emails. Firms face fines up to 10% of annual turnover but may apply for leniency by cooperating with the authority. The case highlights ongoing antitrust risks in Poland’s public transport sector, pending UOKiK’s final ruling.
