Government preparing regulations on gray zone of apartment rental for tourists

Poland’s Ministry of Sport and Tourism is preparing new short-term rental and hospitality regulations to curb tax losses and unfair competition affecting local governments and hotels. The draft, expected by mid-October 2025, proposes a central register of rental properties, a revised definition of hotel services, mandatory house rules, and fines for unregistered operators. Municipalities could also ban short-term rentals in specific areas.
The reform aligns with upcoming EU regulations (effective May 2026) requiring all listings on platforms like Airbnb or Booking to be registered. Hotel and rental industry leaders call for stricter standards—such as identity verification, safety compliance, and equal taxation—to eliminate the grey market, ensure fair competition, and protect public revenues.
