EU clears nuclear aid
Poland has received formal approval from the European Commission for state aid to build its first nuclear power plant, clearing a major financing hurdle. Prime Minister Donald Tusk said construction could start in December, with the full PLN 60 billion budget secured. The first PLN 4.6 billion in Treasury securities will be transferred this year to Polish Nuclear Power Plants (PEJ), enabling work to begin.
According to PEJ, Poland preserved the core elements of its support mechanism, addressing the Commission’s earlier concerns without altering the project. The package includes recapitalizing PEJ, state guarantees covering all project debt, and a 40-year two-way contract for difference.
Officials say the decision allows Poland to finalize a contract with Westinghouse and Bechtel to build the 3,750 MW plant in Lubiatowo-Kopalino using AP1000 technology. About 30% of output will be sold via PPA auctions, with the rest traded on exchanges. The verified strike price is below PLN 500/MWh.
