Grey economy may continue decline in Poland due to expected economic recovery

According to the Institute for Forecasts and Economic Analyses (IPAG), the grey economy in Poland is expected to shrink to 18.1% of GDP in 2025, down from 18.5% in 2024 and 18.9% in 2023. This decline is driven by an improving economic outlook, with GDP growth projected at 3.7% (up from 2.9% in 2024). Better market conditions, higher business turnover, and increased EU funding are expected to boost demand for small business services, encouraging legal operations.
Stable inflation, lower labor cost growth, and regulatory changes—like simplified tax rules and reduced health contributions—also support formalization. However, rising excise taxes on tobacco and alcohol may still drive some purchases into the grey market.
