Poland’s housing market has clearly slowed, with fewer starts, completions, and building permits. In January 2026, only 14,700 units were completed, including 8,600 by developers, down 47.5% month on month and over 11% year on year. New permits fell 37% from December and 12% annually, while housing starts hit their lowest January level since 2023. Regulatory changes and weaker demand have delayed projects, pushing expected increases in completions to late 2026.

Construction output also dropped sharply. With a record 123,800 units on offer at the end of 2025, developers are shifting strategy from rapid expansion to improving efficiency, quality, energy performance, and better cost and data management.
