In Q1, number of construction starts, and apartments delivered, decreased

In the first quarter of 2025, Poland’s housing construction sector experienced a decline across several key indicators, according to the Central Statistical Office (GUS). The number of housing units completed dropped by 4.6% y/y to just over 46,000. Building permits also fell by 11.6%, with developers receiving 20.8% fewer permits, though individual investors saw a slight 4.6% rise.
Housing starts decreased by 13% overall, led by a sharp drop among developers, despite a 5.5% increase from individual builders. However, compared to February, housing starts were up 32%. At the end of March, 844,000 units were under construction—3.8% more than a year earlier. Usable floor space also declined by 4% to 4.3 million square meters.
