Warsaw councillors have approved plans for a major residential development in the capital’s Targówek district that could eventually deliver close to 2,000 apartments alongside new public infrastructure. The project near Radzymińska Street will include residential buildings of up to 12 storeys, retail space, public squares and extensive green areas. Crucially for local authorities, the developer also committed to building a new public primary school and upgrading nearby roads and recreational infrastructure under Poland’s “lex developer” legislation, which allows projects to bypass local zoning plans in exchange for public benefits. The investment reflects the continuing trend of large-scale mixed-use developments transforming former industrial parts of Warsaw, while also highlighting the growing political pressure on developers to finance schools, roads and community facilities as part of major housing schemes.
